1. Introduction and background
Funded by the European Union, the Natwampane Programme aims to reduce levels of gender-based violence in Luapula and Northern Provinces. Although the focus is on these two provinces, the programme also has a national focus, supporting the Division of Gender in policy and system building and strengthening coordination within the provinces as well as at the national level.
The Natwampane Programme is implemented by 5 partners – Norwegian Church Aid, BBC Media Action, Childline / Lifeline, World Vision and GIZ. These five partners have independent contracts with the European Union and specific objectives and deliverables. However, when combined, the objectives and deliverables add up to a comprehensive, multisectoral GBV programme, that focuses on prevention and response, as well as raising awareness of community members on the laws of Zambia as they relate to GBV and to encourage survivors and at-risk women and girls, and potentially men and boys, to report and seek help.
The following terms of reference fall within the component of the programme implemented by BBC Media Action to support the media sector to produce quality media outputs aimed at the reduction of GBV.
2. Objectives
The overarching objective of the Media Guidelines on Reporting of GBV in Zambia is to ensure that journalists understand the sensitivity of the issue; understand the root causes of GBV; understand what is meant by a survivor centred approach including importance of confidentiality, dignity and non-blaming language; and how to encourage positive discussion on GBV by the wider public.
Key deliverables
- Based on the media guidelines for reporting on GBV, produce a Facilitators Training Manual that includes all handouts, case studies, presentations and training notes that can be used across the country to train a range of journalists.
- Testing of the training materials to ensure their relevance and effectiveness.
- Training and supporting trainers, including BBC Media Action mentors, through a training of trainers’ workshop, to use the training materials to train journalists across the country.
3. Methodological approach
3.1.1 Key requirements of the methodological approach
The training materials will be directly drawn from the guidelines on reporting on GBV that will be developed through a consultative process with stakeholders. The aim of the training materials will be to have user-friendly materials that can be used in short trainings (maximum two days) led by trainers who will be trained through a training of trainers. They materials should be accessible so that they can also be understood and used independently by journalists to support their own professional development. The materials should be highly participatory, practical and engaging.
3.1.2 Envisioned steps in the development of the training materials for Media Guidelines for reporting on GBV.
- Support and participate in the development of media guidelines on GBV through participation in the workshop(s) and reference group as well as in the drafting and review of the guidelines;
- Drafting of training material for training of trainers’ workshop on understanding and applying the guidelines for journalists;
- Testing of the training materials;
- Co-Facilitation of training of trainers’ workshop on the guidelines.
- Required skills and competencies
The assignment is to be conducted by one consultant.
4. Required skills and qualifications of the consultant include:
- University degree in journalism, social science, gender or a related field.
- Eight years professional experience in journalism, in particular covering sensitive stories and trauma reporting.
- Significant experience training journalists including developing and producing training materials.
- Excellent writing skills and the ability to successfully engage stakeholders from diverse cultural and academic backgrounds.
- Fluency in English.
5. Duration and timeline
The work is expected to start once the contract is signed by the Consultant, it is expected to be completed in a total of 15 working. Work is anticipated to begin in May and must be completed by August 2023. Participation in the workshop will be in Zambia. The other deliverables can be done within Zambia or remotely. If the person is travelling from outside Zambia, additional travel days will also be factored in.
