1.    Organizational background

Registered in 2018, the Climate Smart Agriculture Alliance Zambia (CSAAZ) was established to share and combine experiences, skills, and knowledge on promoting Climate Smart Agriculture (CSA) practices and to ensure that such measures are supported with appropriate policies and legislation. The Alliance’s mandate is derived from government’s commitment to enhancing resilience of livelihoods and production systems to climate variability and other related risks among the farming communities in Zambia.

The Alliance hope to build a platform of dedicated stakeholders that will help address the effects of climate change on Zambia’s agriculture sector and contribute to the attainment of national and global goals of food security and poverty reduction, through increased adoption of CSA practices.

1.    Background of the assignment

The Zambian Government through the Ministry of Agriculture with the support of other cooperating partners has been making efforts to develop a farmer registry for CA/CSA with view to guarantee better coverage of social protection to farmers. As a registry is key in supporting the progressive formalization of farmers, enabling their access to existing productive and social services, and permitting the creation and expansion of new benefits for business opportunities for farmers and enhanced food security.

Once registered, farmers are given priority in availing of agriculture and fishery assistance in the form of farm input support program which comes as cash or farm inputs like seeds and fertilizers, and subsidy vouchers, extension services and crop insurance, to name a few.

This process will allow for accelerated transformation of human life socially and economically, Agriculture allow for the development of civilization and an increase in population further, agriculture combats starvation and poverty and creates opportunities throughout the food system. Farmers work to make farming more sustainable and add value to communities.

General Objectives.

Updating and profiling climate smart agriculture (CSA)/ conservation agriculture (ca) interventions in Zambia with view to map and populate the existing registry with up-to-date accurate information on CSA / CA interventions.

2.    Specific Deliverables and Processes of the Assignment

The consulting firm will prepare the following reports in addition to any necessary working papers or reports required for the implementation of the TA. All the reports are to be submitted in e-copies, but hard copies will be submitted especially to the executing agency staff as required;

(i) Consultancy report in power point and PDF format.

(ii) Consultant will have to make a power point presentation of the draft report at a validation workshop.

(iii) One hard copy after the validation of the report.

(iv) Inception report (within 20 days): will be prepared based on initial discussions with the executing agency and other stakeholders. The consultant shall review the existing information, identify gaps, and elaborate on its work plan, tasks, methods, milestones, and other implementation matters.

Qualifications and Competencies

The consultant should have the following qualifications:

a) Minimum qualifications MSC / MBA in any of the following fields of study agriculture, social science, Finance

b) Added advantage statistics, M&E and project management.

c) Minimum 5 years’ experience in conducting similar assignments.

d) Working with Government and / or NGOs.

e) Demonstrating interaction with Zambian farming communities

f) Demonstrated knowledge of Policy development and analysis highly recommended.

g) Sound relationship with key role players

h) Demonstrated ability to prepare deliverables of good quality on time.

i) Experience in undertaking similar assignments with reputable institutions.

j) Good report writing skills

Time schedule

The consultancy is expected to be undertaken for a period of 30 working days inclusive of development of draft reports and provision updating and profiling climate Smart Agriculture (CSA)/ Conservation Agriculture registry.
