1.      INTRODUCTION

2.      OBJECTIVE OF THE ASSIGNMENT

WWF Zambia is implementing the Climate Adaptation and Protected Areas Initiative (CAPA) which is premised on the use of nature-based solutions (NbS) to strengthen climate resilience for people and biodiversity rich ecosystems in the global South. The initiative is funded by the Global Affairs Canada (GAC) through the International Institute for Sustainable Development (IISD).

WWF Zambia in Partnership with the Ministry of Tourism through the Department of National Parks and Wildlife (DNPW) have planned to address effects of climate change in Mosi-Oa-Tunya and Sioma Ngwezi National Parks as well as the Lower West Zambezi Game Management Area by increasing water harvesting for people, livestock and wildlife.

It is against this background WWF Zambia is looking for suitably qualified and competent service providers to submit bids to provide desilting, pond stabilization and associated auxiliary works for six  (06) natural water-harvesting ponds of which three (03) are located in the Mosi-Oa-Tunya National Park, one  (1) is located in the Sioma Ngwezi National Park and another two (02) are located in the communal areas of the Lower West Zambezi Game Management Area. This initiative aims to enhance water conservation, improve habitat conditions for people, livestock, and wildlife, and support sustainable park management practices.

Protected Area: Mosi-Oa-Tunya National Park

3.      SCOPE OF THE ASSIGNMENT

The scope of work includes:

  • Desilting the designated ponds/pans to restore their capacity and functionality.
  • Trenching and smoothing natural drains to ponds/pans.
  • Stabilizing pond/pan banks to prevent erosion and ensure long-term sustainability at all times ensures the safety and health of workers at the site and minimal disturbance to the natural environment.
  • Mitigate any potential impacts during the execution of the project.
  • Implementing best practices in water management and habitat conservation.
  • Reconstruction of blocked sections as maybe specified by Department of National Parks and Wildlife (DNPW) Engineers.
  • All works shall be directly supervised by the Resident Engineer and the Area Ecologist at DNPW and supported by WWF Zambia.
  • Perform any auxiliary works aside from the main task as may be required to ensure the fit for purpose interventions are fully achieved.

4.0          ELIGIBILITY CRITERIA

4.1           PRELIMINARY REQUIREMENTS 

  • Must be a registered business entity with the Patents and Company Registration Agency (PACRA) Certificate of Registration
  • Compliant with the Engineering Institution of Zambia (EIZ).
  • Compliant with the National Council for Construction (NCC).
  • Registered with the Water Resources Management Authority
  • Valid Tax compliance certificate
  • NAPSA compliance certificate
  • Submit curriculum vitae CV of the lead engineer
  • Submit CV of the lead Environmental, Health and Safety Officer.
  • Company profile with a full list of Directors.

4.2.       TECHNICAL REQUIREMENTS

Works around desilting and stabilizing of the identified water pans and ponds in wildlife habitats is a highly specialised undertaking that requires an understanding of the hydrology, geological formations and wildlife behaviour to avoid the disruption of natural ecological processes. Thus, interested bidders must demonstrate the following technical requirements

  • Have at least 6 years’ experience in similar desilting and stabilization projects.
  • Show understanding of the principles of engineering for conservation of wildlife.
  • Show strong understanding of open channel flow and reservoir construction.
  • Provide proof of technical capability to carry out the required work.
  • Provide three written references from previous clients in similar works.
  • Demonstrate ability to work within the period of 6 weeks inclusive of mobilization and demobilization.
  • Previous experience working with DNPW is considered as an added advantage.
  • Submission of the environmental, health and safety policy as well as willingness to adhere to the WWF environmental and social safeguards framework ESSF through the submission of a commitment letter. 5.0          SUBMISSION REQUIREMENTS

Interested parties are invited to submit the following documentation:

  • Company profile and full list of directors.
  • Full technical proposal including all preliminary and technical requirements as stated above.
  • Full financial proposal inclusive of all relevant costs.
  • Detailed Methodology for the execution of the proposed works with timelines.

6.0.            SUBMISSION PROCESS

Bid documents containing Technical and Financial aspects of this procurement must be submitted electronically as a zipped folder in pdf format via email to:

zcoprocurement@wwfzam.org  no later than 4th September 2025 at midnight.

Emails should have Desilting and Stabilization of Ponds CAPA Project as the Subject Line.

Bidders intending to bid for both Lots should submit separate bids.

Bidders are encouraged to visit and examine the site of works and its surroundings and obtain, at own risk and responsibility, all information necessary for preparing the bid and entering into contract for the works. The proposed site visit will be from 22nd to 25th August 2025 in Mosi-Oa-Tunya National Park, Sioma Ngwezi National Park and Lower West Zambezi Game Management Area. The site visit is not mandatory, and all related costs shall be at the bidder’s own expense.

The WWF ZCO reserves the right at the time of making the award of contract to increase or decrease the scope of works.
