1. Background

Save the Children’s partner Library for All is supporting UNICEF in Zambia by conducting a comprehensive landscape analysis of early literacy development resources and developing a prototype catalogue and e-library of identified resources for future implementation.

2. Purpose

To provide research support and assist in preparing a comprehensive landscape analysis of early literacy development resources in Zambia, including an analysis of existing written and electronic materials, toys, songs, intervention initiatives, and curricula including cataloging identified resources.

3. Expected Deliverables

  • Collaborate with Library for All to design research methodology.
  • Conduct desk research to identify available early literacy development resources in Zambia.
  • Catalogue identified materials/resources assessing quality, accessibility, format, relevance and development details.
  • Conduct and document key informants’ interviews with Ministry of Education officials, civil society organizations and other relevant partners.
  • Collaborate with Library for All to prepare report/s consolidating research findings and identifying key gaps to be addressed.
  • Input to design of prototype digital library cataloguing identified resources.
  • Plan and assist in delivering feedback session/s with key stakeholders including government officials.

4. Expected Timeline

February – May 2023. Majority of research to be carried out March – April 2023 and ongoing support for report writing and supplementary research April – May 2023.

5. Experience and skill set required

REQUIRED EXPERTISE & EXPERIENCE

The study is to be done by an individual consultant or small team.

The consultant/team must possess the following qualifications and competences in order to be eligible for this assignment:

  • Advanced University degree at minimum in a relevant field (e.g., Education, Early Childhood Development, Development etc.).
  • Relevant experience conducting research and sharing findings in formal reports for international stakeholders.
  • Knowledge of early childhood literacy education
  • Excellent writing skills in English.
  • Strong experience conducting online research.
  • Experience conducting and synthesizing key informant interviews.
  • Good major local languages skills (spoken and written).
  • Strong interpersonal and communication skills including experience of working within multi- cultural teams and across time zones.

Desirable:

  • Previous experience engaging education stakeholders across government, NGOs, schools and publishers.
  • Evidence of having done similar work (kindly share copies of completed assignments or links).

MANDATORY REQUIREMENTS

  • That they are not on any Save the Children prohibited parties list or blacklisted by the government.
  • Copy of the National Registration Card or copy of the passport
  • Copy of Tax Clearance Certificate (TPIN)
  • Certificate of incorporation for companies
  • Three months bank statement
